Association “Woman Forum Elbasan” with the financial support of Kvinna till Kvinna / Sweden is implementing (01 January 2012 – 31 December 2013) project titled: “Increasing gender quota and electoral participation in the central elections of 2013, Elbasan Region”.
Overall objective of the project: Achieving equal seats in Parliament in Albania!
1. Increase women’s participation in the central elections of 2013 in Elbasan Region.
2. Increased participation in the central elections of 2013 in Elbasan Region especially focusing on young people.
The project results will be reached through the following activities:
- 1. Representatives from the political spectre in Elbasan Region show understanding on the importance of gender representation in a democratic society.
1.1 Training of two Political Parties Coalitions in Elbasan.
In this training will be involved 20 key persons in the Party whose voice is heard such as: decision-makers, heads of parties, forums, secretary, etc. The training will be two full days and the content/agenda will consist in: Basic concepts of gender equality, Law of Gender Equality, National strategy of gender equality, Electoral Code, work in groups to identify the criteria needed for being a successful candidate etc.
1.2 Training of 20 persons from two Political Parties coalitions at the Regional level.
The same agenda as in Elbasan will be followed for the trainings in other cities of Elbasan Region.
2. Community show awareness raised on the right of vote and the implementation of gender indicators in an electoral process.
2.1 – 23 Awareness meetings with men and women will be organized in: Elbasan, Cerrik, Librazhd, Belësh, Peqin, Prrenjas, Gramsh and the communes of: Shushicë, Shirgjan, Bradashesh, Papër, Pishaj, Rrajcë, Komuna Librazhd Qendër, Qukës, Pajovë, Gostimë. The aim of the meetings will be to discuss the actual problems that hinder women to be part of politics and how can we improve the situation by suggesting solutions. In each meeting will participate about 50 men and women.
2.2 – 23 Awareness meetings at the Regional Level will be organized only with women to support women candidates in the next elections. The aim of the meetings will be to discuss why women do not support and vote for women candidates and how can we improve the situation by suggesting solutions. In each meeting will participate about 20 women.
2.3 – 100 Awareness meetings with senior pupils of all the high schools at the Regional level. We will organize awareness meetings with senior pupils in each high school or Elbasan District before the election process. Girls and boys that vote for the first time will receive information about the right of vote and the role of women in this process. For this activity we will sign an agreement with the Education Directory in Elbasan which will allow us to enter in schools and do meetings with pupils who will vote for the first time. In each meeting will participate about 25 pupils.
2.4 – Preparation and distribution of 2000 copies of leaflets explaining the legal rights that women and men have to vote, gender quota of 30%, electoral code and the role of woman in the election process. In each meeting we will distribute copies of leaflets. We will prepare 10 copies of posters to put them in the city centre.
3. Increased capacities of women who are part of decision making and could be possible candidates in the central elections of 2013.
3.1 Training of 20 potential women that want to candidate for next elections. These candidates will be two political spectres, the left and the right one or “Alliance for citizens” and “Alliance for the future”. For the selection of these candidates we will ask the help of two political forces, concretely Socialist Party and Democratic Party. The training will be two full days and will consist in: how to do an electoral campaign, successful women politicians in Albania and abroad, Basic concepts of gender equality, Law of Gender Equality, National strategy of gender equality, Electoral Code, work in groups to identify the criteria needed for being a successful candidate etc.
For the sustainability of the project we will monitor the post election situation. We will see the impact of the awareness meetings and the trainings with women in politics. We expect an improved, positive situation since women from Socialist Party and Democratic Party who will participate in the trainings will discuss/debate with each other and may create support groups for more women in decision-making.
